Traditionally, carpets or rugs were used on the wall in cold regions to trap the heat inside and thereby keep room warm. Sometimes, they were also hung to sound-proofing the thin wall. They kept the noise from traveling and thereby provide a bit more privacy. Eventually, hanging a rug on the wall became a popular as display of unique piece of wall art.
